I accordingly ask your confirmation of the
proposals now submitted; and request that you will urge their acceptance upon the War Office. There appears to be no obstacle of any sort against the surrender of Pinewood Battery and the transfer of the British Battalion to Kowloon, and I shall be glad if these may be immediately authorised. With regard to the Indian troops it appears
to be obvious that, whatever the future disposition of the garrison, the centre of the business quarter of the Kowloo Peninsula is not a fitting place for them; and the Army Council should not find it difficult to formulate some general scheme which will include their early removal to
a more suitable location,
